Vietnam Issues Recommendation to Type Approval Procedures

The Ministry of information and Communications of Vietnam issued letter 2361/BTTTT- KHCN on implementation of Circular 02/2022/TT-BTTTT replacing the Circular 11/2020/TT-BTTTT and Circular 01/2021/TT-BTTTT. The document stipulates a new list of products potentially causing unsafe under MIC Type Approval and Self-assessment DoC scope. The list applies only to products and goods having an HS code and descriptions equal to indicated in the list. The Circular 02/2022/TT-BTTTT became effective from July 1st, 2022

In the list, the MIC introduces the following new versions of applicable technical regulations (QCVN):

  • QCVN 22:2021/BTTTT (for safety of ICT product)
  • QCVN 65:2021/BTTTT (RF for 5GHz WLAN devices);
  • QCVN 123:2020/BTTTT (RF for SRD operating in 40GHz~246GHz)
  • QCVN 124:2021/BTTTT (RF for vehicle radar operating in 76GHz~77GHz)
  • QCVN 127:2021/BTTTT (RF for 5G NR SA mobile terminal)
  • QCVN 128:2021/BTTTT (RF for 5G Base station)
  • QCVN 129:2021/BTTTT (RF for 5G NR NSA mobile terminal)

Type approval certificates with either one of QCVN 65:2021/BTTTT and QCVN 65:2013/BTTTT are allowed for 5GHz WLAN devices for importation clearance from July 01, 2022. However, for new applications, it is necessary to apply for the new version of QCVN 65:2021/BTTTT for longer validity Type Approval certificate. For products which are going to be end-of-life before July 1st, 2023 the old version of standard can be used.

Currently, national labs of Vietnam don’t have accreditation against 5G callbox requirements indicated in QCVN 127:2021/BTTTT and QCVN 129:2021/BTTTT. In this connection, MIC allows the use of test reports issued by ISO/IEC 17025 test laboratory for certification proposes. Besides, the MIC allows using test report issued by ISO/IEC 17025 test laboratory for vehicle radars operating in 76~77GHz frequency band and other bands over 40GHz to show the compliance with QCVN 123:2021/BTTTT, QCVN 124:2021/BTTTT requirements. 

Below, you can find the recommendations for vehicle radars operating in different bands:

  • If the radar can be operated at a frequency range larger than 76~77 GHz, it is necessary to show the compliance with QCVN 124:2021/BTTTT and EMC QCVN 18:2014/BTTTT
  • Vehicle radar operating in the frequency band over 40 GHz but less than 76~77 GHz, it needs to comply with QCVN 18:2014/BTTTT (and QCVN 123:2021/BTTTT if it covers one or more of the 61.0 GHz~61.5 GHz, 122 GHz~123 GHz, 244 GHz~246 GHz bands)
