The Office of the Communications Authority (OFCA) of Hong Kong has introduced HKCA 1084, “Conformance specification for radiation safety of wireless devices”. It contains technical and evaluation requirements for radiation safety of wireless devices operating in close proximity (up to 20 cm) to humans.
The technical requirements for Specific Absorption Rate (SAR) and incident power density for wireless devices must comply with the "Guidelines for Limiting Exposure to Electromagnetic Fields (100 kHz to 300 GHz)” published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP).
The evaluation of wireless device compliance with SAR limits is conducted according to the IEC/IEEE 62209-1528 (EN IEC/IEEE 62209-1528), “Measurement procedure for the assessment of specific absorption rate of human exposure to radio frequency fields from hand-held and body-mounted wireless communication devices – Part 1528: Human models, instrumentation, and procedures (Frequency range of 4 MHz to 10 GHz)” or any other standard accepted by the OFCA.
