Saudi Arabia Opens Public Consultation for Spectrum Use Regulation for Amateur Radio Services

The Communications and Information Technology Commission (CITC) provided a draft document on the Spectrum Use Regulation for Amateur Radio Services. This document informs how to obtain an Amateur Radio license and/or operate an Amateur Radio Station correctly.

CITC divides Amateur Radio License into two categories:

  1. Full License: Allows the Radio Amateur to transmit and receive on all the frequency bands allowed for the Amateur Service in the KSA
  2. Foundation License: Allows the Radio Amateur to only transmit on frequency bands above 30 MHz

The maximum allowed level of spurious emissions relative to the transmitted power for transmitters using frequencies:

  • ≤ 30 MHz should be 40 dB less than the average power in the necessary transmission bandwidth, provided that this power does not exceed 50 mW
  • > 30 MHz should be 60 dB less than the average power in the necessary transmission bandwidth, provided that this power does not exceed 1 mW

CITC released the document for public consultation. In the document, CITC submits 15 questions to the interested parties regarding the content of each section with regards to:

  • spectrum demand and released plans
  • type approval procedure for the Amateur Radio Station equipment
  • the license term and renewal as well as the license revocation and cancellation conditions
  • the issue on sharing of Amateur Radio Stations
  • the application procedure and requirements of the Amateur Radio Test
