Paraguay Approves New Technical Standard for Cellular Mobile Device Conformity Assessment

Aimed at enhancing the quality and reliability of cellular mobile devices within its borders, the National Commission of Telecommunications of Paraguay (CONATEL) has officially issued Resolution No. 3171. This document approves the technical standard NTC-T-IMT:2023, establishing a comprehensive framework for the conformity assessment of mobile cellular devices.

The NTC-T-IMT:2023 standard outlines the minimum mandatory characteristics that must observed during the conformity evaluation of Cellular Mobile Devices for the homologation process. It ensures that devices not only meet basic regulatory requirements, but also align with international standards for telecommunications technologies.

Furthermore, the resolution mandates that all equipment undergoing conformity evaluation adhere to specified power limits, non-essential emissions, out-of-band emissions, and authorized frequency bands. These requirements are in line with the current standards on channeling and conditions of use of the spectrum, ensuring devices operate efficiently and without interference within the telecommunications network.

In additions, the standard contains requirements related to mobile device technologies based on the following specifications:

  • TIA/EIA/IS-137-A
  • 3GPP2 C.S0011-A
  • ETSI TS 134 121-1 V9.1.0
  • ETSI TS 134 121-1 V9.4.0
  • 3GPP TS 36.521-1 V9.5.0
  • ETSI TS 138 521-1 V16.6.0
  • ETSI TS 138 521-2 V16.6.0
  • ETSI TS 138 521-3 V16.6.0

Parties interested in obtaining approval for their mobile devices must adhere not only to the minimum requirements set forth by CONATEL but also to the standards, norms, and criteria for the correct operation of the device within the networks of telecommunications providers in Paraguay. Compliance with regulations established by other competent institutions is also required.
