Moldova Implements Changes to National Table of Frequency Allocations
State Radio Frequency Commission of Moldova issued Decision 1 “On the approval of changes and additions, which entered in the National Table of Frequency Allocations (NTFA)” dated by December 23, 2022. The Decision came in force on January 31, 2023 with the following changes:
In NTFA:
in 5925-6700 MHz frequency band: - add “PH048H” in “Notes” - add “WAS/RLAN” to the “Possible application”
in 10.7-10.95 GHz, 10.95-11.2 GHz, 11.2 – 11.45 GHz, 11.45 – 11.7 GHz frequency bands add the following text to the ”Notices”: “РН053B, РН053C, РН053D, РН053E, РН053F, РН053G, РН053H”
in 11.7-12.5 GHz, 12.5-12.75 GHz, 14.0-14.25 GHz frequency bands add the following text to the ”Notices”: “РН053B, РН053C, РН053D, РН053G, РН053H”
in 14.25-14.3 GHz, 14.3-14.4 GHz, 14.4-14.47 GHz, and 14.47-14.5 GHz frequency bands add the following text to the ”Notices”: “РН053B, РН053C, РН053D, РН053E, РН053F”
in 19.7-20.1 GHz, 20.1-20.2 GHz, 29.5-29.9 GHz, and 29.9-30 GHz frequency bands add the following text to the ”Notices”: “РН053G, РН053H”
In Appendix No. 2 of the National Regulations’ Notes:
Note РН020 to be amended as follows: “AIS 1 (161.975 MHz), AIS 2 (162.025 MHz) channels, as well as channel 70 (156.525 MHz) are intended for Group A AMRD devices, channel 2006 (160.900 MHz) is intended for AMRD devices Group B, according to the provisions of Decision ECC (22)02.”
Note РН014 to be reworded as follows: “In the frequency bands 174-230 MHz and 470-694 MHz, the provisions of the Geneva Agreement 2006 should be applied”
Note РН036 to state in a new edition: “The use of user equipment is permitted within fixed and mobile networks operating under the control of terrestrial networks in accordance with the provisions of Decision ECC/DEC(22)01”
In Note РН048B the phrase “Recommendations ECC/REC(15)01” should be replaced by the text: “Recommendations ECC/REC(15)01 and ECC/REC(20)03”
Note РН048H should be supplemented with the text “For wireless access systems, including radio access local networks (WAS/RLAN) operating in the frequency bands 5945-6425 MHz, the provisions of Decision ECC/DEC(20)01 should apply”
In Note РН048I, the figures "5925" should be replaced by the figures "5935"
After Note РН053A, add seven notes as follows:
„РН053B The use of fixed earth stations as part of non-geostationary satellite systems (NGSO) authorized in the Republic of Moldova, operating in the fixed-satellite service in the frequency bands 14.0-14.5 GHz and 10.7-12.75 GHz, is permitted, in accordance with the provisions of Decision ECC/DEC/(17)04;
РН053C The use of land earth stations in motion (ESIM) operating with GSO satellite systems of the FSS authorized in the Republic of Moldova, operating in the fixed-satellite service in the frequency bands 14.0-14.5 GHz and 10.7-12.75 GHz, is authorized, in accordance with the provisions of the ECC/DEC Decision (18)04;
RN053D The use of land earth stations in motion (ESIM) operating with non-GSO FSS satellite systems authorized in the Republic of Moldova, operating in the fixed-satellite service in the frequency bands 14.0-14.5 GHz and 10.7-12.75 GHz, is authorized, in accordance with the provisions of the ECC/DEC Decision (18)05;
РН053E The use of marine earth stations (ESV) is authorized in the satellite systems authorized in the Republic of Moldova, operating in the fixed satellite service in the frequency bands 14.0-14.5 GHz (Earth-to-space), 10.7-11.7 GHz (space-to-Earth) and 12.5-12.75 GHz (space-to-Earth), in accordance with the provisions of Decision ECC/DEC(05)10;
РН053F The use of air earth stations (AES) is authorized in the satellite systems authorized in the Republic of Moldova, operating in the fixed satellite service in the frequency bands 14.0-14.5 GHz (Earth-to-cost), 10.7-11.7 GHz (space-to-Earth) and 12.5-12.75 GHz (space-to-Earth), in accordance with the provisions of Decision ECC/DEC(05)11;
РН053G It is allowed to use low power satellite terminals (LEST) as part of satellite systems authorized in the Republic of Moldova, operating in the fixed satellite service in the frequency bands 10.70-12.75 GHz or 19.70-20.20 GHz (space-to-Earth) and 14.00-14.25 GHz or 29.50-30.00 GHz (Earth-to-space), in accordance with the provisions of Decision ECC/DEC(06)02;
РН053H It is allowed to use high power satellite terminals (HEST) as part of satellite systems authorized in the Republic of Moldova, operating in the fixed satellite service in the frequency bands 10.70-12.75 GHz or 19.70-20.20 GHz (space-to-Earth) and 14.00-14.25 GHz or 29.50-30.00 GHz (Earth-to-space), in accordance with the provisions of Decision ECC/DEC(06)03.”
Note РН054А should be stated as follows:
„The use of earth stations on mobile platforms (ESOMPs) as part of satellite systems authorized in the Republic of Moldova, operating in the fixed-satellite service in the frequency bands 17.3-20.2 GHz and 27.5-30 GHz is permitted in accordance with the provisions of Decision ECC/DEC/(13)01 and in frequency bands 17.3-20.2 GHz, 27.5-29.1 GHz and 29.5-30.0 GHz, subject to the terms of Decision ECC/DEC/(15)04.”
After Note РН060A, add the following new note:
“RN060B For the use of the bands 47.2-50.2 GHz and 50.4-52.4 GHz by the fixed-satellite service (Earth-to-space), the provisions of Decision ECC/DEC(21)01 should apply”
After Note РН066, add the following new note:
“PH066A When using ground-based synthetic aperture radars (HD-GBSAR) in the frequency band 76-77 GHz, the provisions of Decision ECC/DEC/(21)02 should apply.”
3. Appendix No. 3, List of abbreviations, should be supplemented in alphabetical order with the following abbreviations and terms:
AMRD Autonomous Marine Radio Device HD-GBSAR Ground-based synthetic aperture radar
All these changes were made to bring in alliance the national regulations of Moldova with the European one in order to facilitate the introduction and development of new communication systems.
