India Notifies About Mandatory Certification of Telecom Equipment within Phases III and IV

In India, all telecom and related information and communications technology equipment is subject to Mandatory Testing and Certification of Telecom Equipment (MTCTE) procedure led by the Telecommunication Engineering Centre (TEC) of India. The MTCTE procedure has been launched from July 2019 and includes simplified certification scheme (SCS) and general certification scheme (GCS). Step by step, the TEC is adding new categories of products that require the MTCTE procedure. These steps are known as phases. The TEC has recently notified implementation of new phases. Thus, the following categories of product under phases III and IV should pass the MTCTE procedure through the GCS:


Phase III includes:

  1. Base station for cellular network
  2. Repeater for cellular network
  3. Compact cellular network
  4. Smart/CCTV camera
  5. Smart watches
  6. Smart electricity meter
  7. Tracking device
  8. IoT gateway 
  9. End-point device for environmental monitoring
  10. Equipment operating on 2.4 GHz and 5 GHz band


Phase IV includes:

  1. Transmission terminal equipment (DWDM, DXC)
  2. Optical fibre (single mode)
  3. Satellite communication equipment
  4. Radio broadcast receiver
  5. Mobile radio trunking system
  6. HF radio
  7. VHF/UHF radio system equipment
  8. PTP PMP microwave fixed radio systems
  9. IP security equipment
  10. Router
  11. LAN switch
  12. Precision timing protocol grand master equipment
  13. IP multimedia conferencing equipment
  14. Mobility management entity (MME)
  15. Point of sale devices
  16. Signalling gateway 
  17. Media gateway
  18. Softswitch
  19. Digital subscriber line equipment
  20. Session border controller
  21. Base station controller/radio network controller
  22. Mobile switch center (MSC)/MSC- server (S)/ gateway MSC (GMSC)/GMSC-S
  23. Equipment identity register
  24. Subscriber identity module
  25. OTA platform and device manager platform
  26. Home location register/home subscriber server/authentication center
  27. Serving/gateway GPRS support node
  28. Serving/packet gateway
  29. Short message service center
  30. Cell broadcast center
  31. Service control point 
  32. Operation maintenance center/ element management system (EMS)/ network MS/operation support system
  33. Gateway mobile location center 
  34. Serving mobile location center
  35. Optical fibre cable
  36. Infiniband switch


Categories of product require the MTCTE procedure through the GCS:

Phase IV:

  1. Conferencing equipment 


Please, note that certification of products under Phase III becomes mandatory from July 1st, 2022. However, applications for the MTCE procedure can be submitted starting from October 11, 2021.

Certification of products under Phase IV with respect to EMI/EMC and safety requirements becomes mandatory from February 1, 2022 and the other essential requirements must be verified with the certificate from July 1st, 2022. That is why the application procedure within Phase IV is divided into to periods:

  1. October 11, 2021 for EMI/EMC and safety requirements 
  2. January 1, 2022 for the other essential requirements 


The TEC also reminds that submitted test reports must not be older than two years.
