Australia Introduces New Radiocommunications Class License 2023

The Australian Communications and Media Authority (ACMA) has recently issued the Radiocommunications (Public Safety and Emergency Response) Class License 2023. This update replaces the previous 2013 license and comes into effect following its termination on October 1, 2023. This new document introduces significant advancements in public safety and emergency response communications, aligning with contemporary technological needs.

Details of the New License

The 2023 Class License describes specific frequency bands using two frequencies, starting immediately above the lower frequency and ending at the higher frequency, with geographic coordinates described using GDA94. This license is primarily aimed at authorizing the operation of radiocommunications equipment with regards to the performance, support or facilitation critical for public safety or emergency response functions.

Technological Emphasis

A key feature of the 2023 Class License is its focus on operational conditions for radiocommunications devices, particularly in the context of advanced 4G and 5G technologies. This ensures that emergency services are equipped with the latest and most efficient communication tools.

Compliance and Standards

The document also outlines compliance requirements to emission masks L and M and provides detailed numeric expressions of equivalent isotropically radiated power (EIRP) for transmitters. It categorizes transmitters into four classes, each with a specific maximum EIRP requirement, ensuring a tailored approach to different communication needs.

Additionally, it sets specific EIRP limits for cellular mobile transmitters:
- for cellular mobile base stations, the maximum EIRP should not exceed 33 dBm/MHz
- for cellular mobile user equipment, the maximum EIRP should not exceed 25 dBm per occupied bandwidth.
