India Extends Mandatory Certification Dates for Phase III & IV Products

The Telecommunication Engineering Center of India (TEC) has recently issued an important notification regarding the testing and certification of telecommunication equipment. The changes introduced in the official notification no. 5-2/2021-TC/TEC/131, dated June 13, 2022, affect Phase-III & Phase-IV of the MTCTE regime.

What are the Changes?

According to the notification, the mandatory certification dates for certain products have been postponed as follows:

1. Postponed to October 1, 2023:
  • Equipments Operating in 2.4 GHz and 5 GHz Band
  • IoT Gateway
  • Tracking Device
  • Smart Electricity Meter
  • End Point Device for Environmental Monitoring
  • DSL Equipment
  • Signaling Gateway
  • Session Border Controller
  • Softswitch
  • Media Gateway
  • Precision Timing Protocol Grandmaster Equipment
  • LAN Switch
  • Router
  • Infiniband Switch
  • IP Multimedia Conferencing Equipment
  • IP Security Equipment
  • Conferencing Equipment
  • Transmission Terminal Equipment-2 (DWDM, Digital Cross Connect)
  • Mobility Management Entity (ММЕ)
  • Serving GPRS Support Node (SGSN)/Gateway GPRS Support Node (GGSN)
  • Base Station Controller (BSC)/Radio Network Controller (RNC)
  • Cell Broadcast Centre (СВС)
  • Gateway Mobile Location Centre (GMLC)
  • Home Location Register (HLR)/Authentication Center (AUC)/Home Subscriber Server (HSS)
  • Mobile Switching Centre (MSC)/MSC-Server (MSC-S)/Gateway MSC (GMSC) / Gateway MSC-Server (GMSC-S) including Visitor Location Register (VLR)
  • ОТА and DM or FOTA
  • Service Control Point (SCP)
  • Operation Maintenance Support (ОМС) / Element Management System (EMS) / Network Management System (NMS) / Operation Support System (OSS)
  • Serving Gateway (S-GW) / Packet Gateway (P-GW)
  • Short Message Service Centre (SMSC)
  • Serving Mobile Location Centre (SМLC) or eSМLC
  • Equipment Identity Register (EIR)
2. Postponed to January 1, 2024:
  • Base Station for cellular network
  • Repeater for Cellular Network
  • Compact Cellular Network
  • SIM
  • HF Radio
  • Mobile Radio Trunking System
  • VHF UHF Radio System Equipment
  • PTR PMR Microwave Fixed Radio System
  • Radio Broadcast Receiver RBR
  • Optical Fiber-Single Mode
  • Optical Fiber Cable
  • Satellite Communication Equipment

Extended Acceptance of Test Reports

TEC has also extended the last date of acceptance for test reports issued by labs with ILAC accreditation from non-border sharing countries to December 31, 2023 for the following products:

  • Base Station for cellular network
  • Repeater for Cellular Network
  • Compact Cellular Network
  • SIM
  • HF Radio
  • VHF UHF Radio System Equipment
  • Radio Broadcast Receiver RBR
  • Optical Fiber-Single Mode
  • Optical Fiber Cable
  • Satellite Communication Equipment


However, it's important to note that TEC only accepts test reports with a validity period not exceeding two years.
