FCC Sets up Regulation For Relicensing of 700 MHz Spectrum

On March 8, 2019, the Federal Communications Commission (FCC) published the Notice through its WT Docket No. 06–150; DA 19–77 on Service Rules for the 698–746, 747– 762, and 777–792 Bands.

This document describes the process for relicensing unserved areas. It begins with the “keep-what-you-serve” (KWYS) rules applicable to failed licensees and proceeds with the specific rules and requirements for licensees that acquire unserved areas through the relicensing process including through auction where necessary. This document does not include all relevant requirements and restrictions applicable to operations in this band, and it is the responsibility of applicants and licensees to remain current with all Commission rules and public notices pertaining to the 700 MHz band, the KWYS rules, and the relicensing process.

The FCC also offers maps or examples in certain instances for illustrative purposes only; They are not meant to exhaustively cover all rules and requirements or describe the only permissible scenarios.

The rule comes into effect on April 8, 2019.
