Vietnam determines Licence-exempt Radio Apparatus List

The Ministry of Information and Communications of the Socialist Republic of Vietnam (MIC) issued a new Circular 08/2021/TT-BTTTT. The document prescribes the list of licence-exempt radio equipment as well as the attached technical and operating conditions.

Radio equipment can be put to the market of Vietnam without licensing only when it meets the following conditions:

  1. It is included to the licence-exempt radio equipment list
  2. It satisfies the general requirements specified in Article 6 of the Circular
  3. It meets the corresponding technical and operation conditions specified in the relevant annex issued together with the Circular


Otherwise, the device cannot be used in Vietnam, except for the following cases where it is used when having a license:

  1. Radio identification equipment operating on 920-923 MHz bands for non-stop electronic toll collection with a transmitting capacity of over 500 mW ERP to 2000 mW ERP;
  2. Low-power wide-area network radio equipment operating on 433.05-434.79 MHz bands with transmit power of over 25 mW ERP to 100 mW ERP and operating on 920-923 MHz bands with a generating capacity over 25 mW ERP to 306 mW ERP;
  3. Radio equipment installed on fishing vessels and operates on bands other than 26.96-27.41 MHz as prescribed in the radio frequency plan;
  4. Radio terminal equipment used for the purpose of assisting safety and rescue using frequencies according to regulations of international organizations where Vietnam is a member or in accordance with radio frequency plan and regulations on frequencies use but not specified in this Circular.
