Use of Energy Efficiency Label for Air Conditioners in Ukraine

Electric air conditioners of domestic and foreign production with a rated power of less than or equal to 12 kW used for cooling and/or heating (including reversible air conditioners with a rated power of less than or equal to 12 kW under time to use the cooling function) are subject to the Ukrainian Technical Regulations on Energy Labeling of Air Conditioners. This TR is identical to Commission Regulation (EU) No 626/2011 of May 4, 2011, supplementing Directive 2010/30/EC of the European Parliament and of the Council on the Energy Labeling of Air Conditioners. The technical regulations came into force on March 15, 2018, according to the Ukrainian Decree №360 of May 24, 2017 "On Approval of the Technical Regulations on Energy Labeling of Air Conditioners".

This Technical Regulation does not apply to:

  • air conditioners powered by sources other than electric  
  • air conditioners in which the side of the condenser or the side of the evaporator or both sides do not use air for a heat exchange medium

There are requirements for the EE label, microfiche and technical documentation, manufacturer's EE test report, and EE class calculation.

Rules and conditions of application

The following sign confirms compliance with the technical regulations

energy label for reversible air conditioners  with energy efficiency classes from A ++ to E / for reversible air conditioners with energy classes from A +++ to D

The EE label indicates the following information: 

  1. name of a supplier or a trademark.
  2. model identifier provided by the supplier.
  3. text "СКЕЕ" for cooling and "СККД" for heating devices with a sign of a blue fan and an airwave for "СКЕЕ" and a red fan and an airwave for "СККД".
  4. energy efficiency class. A letter, which means an energy efficiency class, is placed at the same level as the corresponding arrow. An energy efficiency class should be identified for both cooling and heating functions. An energy efficiency class of warmer and colder seasons must be specified for heating.
  5. for the "cooling" mode, the value of a calculated load rounded to one decimal place.
  6. for the "heating" mode, the value of a calculated load (maximum for two seasons) rounded to one decimal. In the case when a value of the calculated load is not given for the heating season, it is designated as "X", kW.
  7. for the "cooling" mode, an average energy efficiency (СКЕЕ) per season rounded to one decimal place.
  8. for the "heating" mode, an average efficiency for a season (СККД) (maximum for two heating seasons) rounded to one decimal place. In the case when an average value for the season of the efficiency factor is not given for the heating season, it is denoted as "X".
  9. annual energy consumption for both cooling and heating rounded to the closest integer. In the case when the value of the annual amount of energy is not provided for the heating season, it is designated as "X", kWh per year.
  10. noise levels for indoor and outside installations with a baseline of 1 pW, dB rounded to the closest integer.

 The energy label for air reversible conditioners is made according to the following scheme:

Blue, purple, yellow, and black colors are used on a white background for the energy label. The color of any element of the energy label is formed by combining these colors in the percentage of each of them. To designate the element's color, a combination of four characters (digits) is used which indicate the percentage composition of colors in the following sequence: blue, purple, yellow, black. For example, designation of the color of the element of the energy label "00-70-X-00" indicates that it consists of 0 percent blue, 70 purple, 100 yellow and 0 percent black.

The energy label should be at least 120x210 millimeters. If the energy label is printed in a larger format, its size should be increased proportionately.

The energy label for air conditioners, which only cool air, is made according to the following scheme:

with energy efficiency from A ++ to E  / with energy classes from A +++ to D

The EE label indicates the following information:

  1. name of a supplier or a trademark
  2. model identifier provided by the supplier
  3. text "СКЕЕ" for cooling with a sign of a blue fan
  4. energy efficiency class. A letter, which means an energy efficiency class, is placed at the same level as the corresponding arrow
  5. value of a calculated load in the "cooling" mode rounded to one decimal place, kw
  6. average energy efficiency (СКЕЕ) for the season rounded to one decimal place
  7. annual energy consumption rounded to the nearest integer, kWh per year
  8. noise levels for indoor and outside installations with a baseline of 1 pW, dB rounded to the closest integer

  • energy efficiency class for two seasons. A letter, which means an energy efficiency class, is placed at the same level as the corresponding arrow
  • value of a calculated load in the "heating" mode (maximum for two seasons)
  • seasonal ratio (СККД) (maximum for two seasons)
  • annual energy consumption rounded to the nearest integer
  • noise levels for indoor and outside installations with a baseline of 1 pW

The energy label for reversible one-channel and dual-channel air conditioners with energy classes from A +++ to D  is made according to the following scheme:

The EE label indicates the following information:

  • name of a supplier or a trademark.
  • model identifier provided by the supplier.
  • text "КЕЕ" for cooling and "ККД" for heating devices with a sign of a blue fan and an airwave for "КЕЕ" and a red fan and an airwave for "ККД".
  • energy efficiency class. A letter, which means an energy efficiency class, is placed at the same level as the corresponding arrow. An energy efficiency class should be identified for both cooling and heating functions.
  • value of a calculated load for both "cooling" and "heating" modes rounded to one decimal place, kw. for the "cooling" mode, the value of a calculated load rounded to one decimal place rated energy efficiency ratio "КЕЕ" and nominal efficiency
  • hourly power consumption for 60 minutes of cooling and heating rounded to the closest integer, kWh.
  • noise levels for indoor and outside installations with a baseline of 1 pW, dB rounded to the closest integer.

Blue, purple, yellow, and black colours are used on a white background for the energy label. The color of any element of the energy label is formed by combining these colours in the percentage of each of them.   • name of a supplier or a trademark
  • model identifier provided by the supplier
  • text "КЕЕ" for cooling with a sign of a blue fan
  • energy efficiency class. A letter, which means an energy efficiency class, is placed at the same level as the corresponding arrow
  • value of a calculated load in the "cooling" mode rounded to one decimal place, kw
  • nominal energy efficiency factor KEE
  • hourly energy consumption for cooling rounded to the closest integer, kWh per 60 minutes
  • noise levels for indoor and outside installations with a baseline of 1 pW, dB rounded to the closest integer

  • text "ККД" for cooling with a sign of a red fan and an airwave
  • energy efficiency class. A letter, which means an energy efficiency class, is placed at the same level as the corresponding arrow
  • value of a calculated load in the "heating" mode rounded to one decimal place
  • nominal energy efficiency rounded to one decimal place
  • hourly energy consumption for cooling rounded to the closest integer, kWh per 60 minutes
  • noise levels for indoor and outside installations with a baseline of 1 pW, dB rounded to the closest integer

Conclusion: The requirements for labelling are completely identical to the requirements of the European Union. The technical regulations of Ukraine are fully harmonized with the regulations of the European Union.

To put air conditioners on the Ukraine market the following is required:

  • technical energy documentation  
  • EE label  
  • microfiche

EE label and microfiche must be in Ukrainian. According to the Technical Regulations, it is not required to confirm compliance products with the UA Technical Regulations on energy efficiency label. It is not required to obtain any approvals in Ukraine. Market surveillance carried on by bodies of the state market supervision or the Secretariat of the Energy Community.
