Singapore Clarifies AC Adaptor Certification Requirements

The Consumer Product Safety Office (CPSO) of Singapore recently released Circular CPSO-070923-11 to clarify testing and certification requirements for AC adaptors capable of delivering over 100W of power to connected devices. This announcement is especially significant for Registered Suppliers and Conformity Assessment Bodies.

Key points to note

  1. Compliance with IEC 62368-1: Both the AC adaptors and their connected devices must adhere to the IEC 62368-1 standard.
  2. Package sale requirement: The CPSO has emphasized that these AC adaptors should not be sold individually. Instead, they must be bundled with a specific model or brand of equipment that also complies with IEC 62368-1. Suppliers must provide a declaration letter confirming this compliance.
  3. Proving compliance: The CPSO has suggested several methods to demonstrate that AC adaptors meet the IEC 62368-1 criteria. They are also open to evaluating alternative compliance methods on an individual basis.
  4. Power delivery specification: If the AC adaptors delivering over 100W do not generate power through a communication port, they will be considered compliant with Clause 6.6 of IEC 62368-1 (Ed. 4.0). No additional requirements will be necessary.
  5. Certification renewal: AC adaptors delivering over 100W that were registered prior to this Circular will need to meet the specifications mentioned in either part A or B of the Circular when renewing their certification.

Registered suppliers looking to register or renew their certification can approach the Conformity Assessment Body (CAB) directly, provided they can demonstrate compliance using one of the methods outlined in the Circular.
