Russia Postpones Mandatory "Chestny znak" Labeling for Footwear

Russian government signed the Decision 216 “On the establishment of terms and stages for the transition to mandatory marking of shoes” on February 29, 2020.

According to this Decision, the mandatory shoes labeling with “Chestny znak” mark is postponed.

Although the additional stage of registration and integration in the track & trace system  started on March 1, 2020, the rules on footwear marking become mandatory from July 1, 2020.

It means that production and import of footwear without appropriate marking will be banned from July 1, 2020. Thus, both wholesale and retail trades of unmarked products will be impossible from July 1st, 2020.

Starting from July 1, 2020, it will be necessary to pass the information on the production, importation, wholesale, and retail trades along to the Chestny ZNAK track & trace system.

Footwear acquired before July 1, 2020 can be imported without marking by August 1, 2020 at the latest. It is necessary to have such goods marked by August 1, 2020.  

The leftover stock produced or acquired before July 1, 2020 can be marked only before September 1,  2020 in case there are relevant documents confirming the purchase date.

We kindly remind you that the sale of the goods without the identification marking  as well as the storage, transportation or acquisition of such goods for further sale are subject to administrative fines for legal entities (companies) from 50 000 RUB to 300 000 RUB with the forfeiture of the respective goods.
