Russia Implements New Procedure for Declaration of Conformity Registration

The order of the Ministry of Economic Development and Trade of the Russian Federation # 478 “On approval of the procedure for declaration of conformity registration and the procedure of the register keeping” will come in force from January 1, 2021. The document makes changes to the procedure for the declaration of conformity registration in Russia.


Previously, the applicant had the opportunity to register the declaration by applying to the conformity body or by using self-registration. Starting from January 2021, it will no longer be possible to apply to the conformity body to submit the application for registration of the declaration. The only way is using the Federal Government Information System of the Federal Service for Accreditation (hereinafter referred to as FGIS RusAccreditation). However, the application can be submitted only through FGIS RusAccreditation online platform that requires a qualified electronic signature from the applicant.


Please, note that the requirements to the applicant remain the same, namely: he must be the EAEU resident and has the right to declare the conformity of the product.  


The Order is applicable only to Russia. In other EAEU countries the registration procedure remains the same.


However, in the Order, they mark some exceptional cases that require participation of the conformity body in the registration procedure. When there is a statement in the EAEU technical regulations that the declaration can be registered only by the conformity body, the applicant cannot register such declaration by himself through the FGIS RusAccreditation.


Currently, such statement exists in the following EAEU technical regulations:


  • EAEU TR 001/2011 «Safety of railway rolling stock»
  • EAEU TR 002/2011 «Safety of high-speed railway transport»
  • EAEU TR 003/2011 «Safety of railway transport infrastructure»
  • EAEU TR 006/2011 «Safety of fireworks»
