Russia Extends List of Textile Units Subject to Identification in Chestny ZNAK System

The Ministry of Industry and Trade of the Russian Federation held an online meeting on October 20, 2021. The meeting was dedicated to extension of the list of consumer goods that require identification in the “Chestny ZNAK” system. 

These changes could help solve with the following issues:
 

  • counterfeiting and illegal circulation of products requiring the use of identification marking
  • trading both marked and unmarked products complicates the work and leads to increased costs
  • consumers get confused whether the product should be marked or not and complain about violations of product marking terms, although these products do not fall under the marking requirements.


Thus, the Ministry created a draft roadmap and established execution periods for softlines goods of Groups I, II, III. According to the roadmap, the following timelines are set:

  • Mandatory marking requirements for softlines goods of Group I (shirts, blouses, faux fur clothes, coats, jackets, knitted raincoats, felt and nonwoven fabrics) should be effective from September 1, 2022
  • Mandatory marking requirements for softlines goods of Group III (such products as scarves, scarves, etc.) should be effective from November 1, 2022.
  • Mandatory marking requirements for softlines goods of Group II (such as  tracksuits, sets, trousers, skirts, dresses, overalls, sweaters, etc.) should be effective from March 1, 2023.

Due to these timelines, sellers and manufacturers who do not work with the “Chestny ZNAK” system will have time to master this process and to prepare for the new requirements properly.
