Russia Enacts Requirements Regarding IEEE 802.11ax Standard

The Ministry of Digital Development, Communications and Mass Media of the Russian Federation (The Federal Communications Agency) issued an Order that amends “Rules for the use of radio access equipment. Part I. Rules for the use of radio access equipment for wireless data transmission in the range from 30 MHz to 66 GHz” (hereinafter referred to as the Rules).


The Federal Communications Agency supplements the Rules with requirements to radio access equipment for wireless data transmission using open systems technologies toward IEEE 802.11ax standard.


Thus, the government added a link to the information on the radio access equipment for wireless data transmission using the IEEE 802.11ax standard in the updated Rules Section II “requirements to the radio access equipment for wireless data transmission”. The new requirements for the parameters of radio access equipment for wireless data transmission using IEEE 802.11ax standard open systems technologies you can find in the new Annex 10.3 of the Rules.


Among the key parameters are the following:


  • Frequency range can be from 2400 - 2483.5 MHz, 5150 - 5350 MHz, 5650 - 6425 MHz
  • Spectrum multiplexing method: OFDMA
  • Channel width: 20 MHz, 40 MHz, 80 MHz, 80 + 80 MHz, 160 MHz
  • Modulation type: BPSK, QPSK, 16-QAM, 64-QAM, 256-QAM и 1024-QAM
  • Etc.


Apart from the above-mentioned changes, new abbreviation was also added to the Annex 22 of the Rules:


  • 89. 1024-QAM - 1024 Quadrature Amplitude Modulation and
  • 90. MU-MIMO - Multiple User Multiple Input/Multiple Output.


Please note that devices that contain 802.11ax technologies but were previously approved against FAC requirements and have valid FAC CoC or FAC DoC now require re-approval because of these new amendments. Otherwise, devices that contain FAC unapproved 802.11ax technologies cannot get access to the Russian market.
