Philippines Sets Mandatory Certification for Speed Limitation Devices

The Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) announced the issue of the department administrative order No. 19-14 on January 30, 2020. The Order concerns mandatory product certification of speed limitation devices (SLD) and adjustable speed limitation devices (ASLD). It was issued in compliance and in accordance with the “Road Speed Limiter Act of 2016” (“An Act Requiring the Mandatory Installation of Speed Limiter in Public Utility and Certain Types of Vehicles”)

With this order, the DTI specifies safety and quality requirements to the speed limitation devices through the implementation of PNS UNR 89:2016 requirements or its equivalent internationally recognized standards and prescribes the technical regulations for the mandatory certification of the devices.

Please note, if you want to use the PS certification mark on the product, you can do it only if you have a valid PS licence. It means that it will be necessary to pass the annual QMS and production audit as well as regular inspection/verification at warehouse or market and sometimes even product testing.

According to the Order, only recognized conformity assessment bodies or BPS-recognized testing labs are allowed to be involved in the mandatory product certification process.

If there are no BSP recognize testing labs, importers must warrant that SLD/ASLD they imported into the country conform to the applicable standard. For this purposes, the importer should:

 

  • Submit the DoC on a per shipment per Bill of landing base  
  • Provide a copy of a valid type approval certificate  
  • Provide a copy of valid test reports issued within 2 years from the date of application submission to the lab. The lab must be accredited under ILAC/APAC.  

We would like to remind you that in case there are no MRA entered into the Philippines government through the DTI, local representatives are required to apply for the certification procedure.
