Paraguay Issues New Textile Labeling Regulation

Paraguay Issues New Textile Labeling Regulation

The Ministry of Industry and Commerce of Paraguay issued a new Decree 3383 dated by 2020 which approves new textile labeling requirements. According to this Decree, the resolution of the common market group of MERCOUSUR # 62/18 "MERCOSUR technical regulation on labeling of textile products" is incorporated into the national legal order of Paraguay.

MERCOSUR is a South American trade block comprising of Argentina, Brazil, Paraguay and Uruguay. It was created to promote free trade and the free movement of goods, people, and currency.

Considering that, it is important for the parties to have a harmonized Technical Regulation on the labeling of textile products in order to facilitate free trade. The technical regulation was established to ensure a clear and correct identification of the composition of textile products, the dimensions and weight of fabrics and the title of yarns, as well as the characteristics of treatment, cleaning and conservation of textile.

The requirements refer to the textile products that have at least 80% of their mass, made up of textile fibers and/or textile filaments.

Please note, the requirements of this regulation do not apply to textile products that are designed for foreign exports. Such products must be packaged, unequivocally identified, and stored at the facilities of the manufacturing company.

The identification information must be affixed legible, visible, and contains the following:

  • Name, business name or trademark registered in the country of consumption, and tax identification of a national manufacturer or importer  
  • Country of origin  
  • Name of textile fibers or textile filaments with their contents expressed in percentage by mass  
  • Product care instructions  
  • Size or dimensions (as applicable)

This information must be in the language of the country of consumption. However, it may also be presented in other languages.

The requirements became effective from the end of February 2020.
