Mexico Launches New Technical Specifications for Mobile Terminal Equipment

GMA Consult Group informs our subscribers about the recent implementation of Technical Provision IFT-011-2022 in Mexico. This provision, issued by the Federal Telecommunications Institute (IFT), focuses on the Technical Specifications of Mobile Terminal Equipment that can utilize the radio spectrum or connect to telecommunications networks. Specifically, Part 3 of the provision pertains to the Cellular Broadcasting Service for the notification of Risk or Emergency situations. The effective date of this regulation was March 11, 2023.

The primary aim of this regulation is to establish technical specifications for Mobile Terminal Equipment, such as cell phones and smartphones, in relation to their reception and processing of Alert Messages during Risk or Emergency situations. It also outlines the required test methods to ensure compliance with these specifications.

It is important to note that the technical regulation does not apply to Mobile Terminal Equipment that utilizes international roaming within Mexico's national territory. Furthermore, smartwatches with a SIM or eSIM that are compatible with the Cellular Broadcasting Service are also exempt from this regulation.

The development of this regulation was influenced by various international standards, including:

  • ETSI TS 123 041 V17.4.0 (2022-06)
  • ETSI TR 102 850 V1.1.1 (2010-08)
  • ETSI TS 102 182 V1.5.1 (2020-07)
  • ETSI TR 102 444 V1.1.1 (2006-02)
  • ETSI TS 122 268 V16.4.0 (2020-11)
  • ETSI TS 102 900 V1.3.1 (2019-02)
  • ETSI TS 144 012 V16.0.0 (2020-09)
  • ETSI TR 125 925 V3.5.0 (2004-12)
  • ETSI TS 123 038 V16.0.0 (2020-07)
  • J-STD-100
  • ATIS-0700036

Additionally, it is important that the marking or label on Mobile Terminal Equipment adheres to the elements and characteristics outlined in the "Guidelines for the Homologation of products, equipment, devices, or devices for telecommunications and radio broadcasting" issued by the Institute.

Moreover, the marking or label must clearly indicate that the Mobile Terminal Equipment has the Cellular Broadcasting Service enabled and activated. This measure ensures user safety, reliability, and prevents unauthorized use.
