Kuwait Revises Type Approval Regulations

Communication and Information Technology Regulatory Authority (CITRA) of Kuwait released a new regulation on type approval of telecommunications equipment on September 13, 2021

According to this regulation, telecommunications equipment can be imported and put on the market of Kuwait when it meets the following conditions:

  1. Complies with the relevant regulations and technical standards approved by CITRA and has type approval certificate (when required)
  2. Meets the following technical requirements:
  • Doesn’t cause harm to the end user, public or working personnel in wired and wireless telecommunications networks
  • Doesn’t generate electromagnetic disturbances exceeding the specified level
  • Does not emit levels of EM energy that cause electromagnetic interference (EMI) in other neighboring devices
  • The program interface of the equipment should not be ease to access
  • The periphery devices have to meet the following extra requirements:

    - Mobile terminal devices must have an IMEI number
    - The devices must support function protecting personal data and users’ privacy
    - Devices must enable emergency services

Please, note that if your device meets the requirements of the EU legislation and has the relevant conformity documents as well as the CE mark, it may be enough for the type approval procedure in Kuwait. However, CITRA notifies that the authority in any case has the right to:

  • review the Declaration of Conformity and other documents supporting the CE mark applied to this equipment to confirm that the CE Mark has been legally affixed to the products
  • request samples of telecommunications equipment for testing and examination
  • apply or update accreditation standards or specifications that it deems necessary for approval of Telecommunication equipment

The validity of type approval certificate is still at the authority's discretion however it should not exceed three years.

The certificate can be renewed. In this case, the original approval number is kept.

Be aware, it is necessary to apply for renewal within maximum 3 months before its expiry to 20 working days after the expiry date of the type approval certificate. Otherwise, the certificate will be completely terminated.
