Indonesia Issues New Decree on Recognition of Foreign Labs

Indonesia Telecommunication Authority (SDPPI) released  decree No. 11 on recognition of foreign test reports for Telecommunication devices on January 22, 2021 .


According to this decree, it is possible to use test reports that have been issued by the relevant foreign test labs within the certification procedure.


The Telecommunication Authority of Indonesia determined the list of foreign labs whose test reports could be recognized for telecommunication devices with regards to the certification process. There are two lists of labs. One of them contains 32  foreign test labs whose test reports are acceptable for mobile phones, handheld computers and tablet computers. Another includes 126 foreign test centers whose test reports are acceptable for telecommunication devices different from the above-mentioned.


However, the SDPPI points out that the recognised foreign test center has to meet the following requirements:


  1. It should be accredited under ISO / IEC 17025 requirements and has the relevant accreditation certificate;
  2. Conduct tests according to the indonesian technical requirements for the telecommunication devices and attach a summary of the reference page of the test report where such methods were used;
  3. Apply digital signatures for test reports published as of April 1, 2021;
  4. Provide guarantee in form of a Confidentiality and Impartiality statement letter submitted no later than April 1, 2021. The letter should state that there are no conflicts of interest, commercial pressure, and/or other pressures that would compromise the impartiality of its testing services and test reports.


The Decree is valid for 6 months from January 22, 2021.
