India Changes Testing Procedure for R&TTE Products

To receive TEC certificate, the procedure of Mandatory Testing and Certification Of Telecommunication Equipment (MTCTE) in India requires testing to be carried out by TEC accredited labs. This requirement is governed by the Indian Telegraph (Amendment) Rules.

As a temporary procedure to modify this requirement, it was decided to issue the Addendum TEC/10/2018-TC to the TEC/MP/DD/TCP-711/02 “Procedure for MTCTE” in July 2019. According to this Addendum, the TEC is able to accept test results /reports from the labs that are accredited by ILAC signature. Such relaxation of the rules was acceptable up to March 31st, 2020.

Recently, the TEC decided to revise the provision of the Addendum TEC/10/2018-TC. According to this new Addendum TEC/01/2017-NC dated by June 24, 2020  test results/reports from the labs that are accredited by ILAC signature can be accepted till September 30, 2020. It is noted that this mitigation is available for test results/reports of all essential requirements except safety and EMI/EMC requirements.

Earlier at the previous week, the Telecommunication Engineering Centre also issued the Addendum to the office memorandum TEC/10/2018-TC (Pt III) dated by July 26, 2019. According to the office memorandum TEC/10/2018-TC (Pt III), applicants, seeking exemption from submission of test reports against some parameters for certification of their telecommunication equipment under the MTCTE Procedure should apply to the TEC in the right way using a specific proforma. This procedure was valid up to March 31, 2020.  This updated Addendum extends the validity of this mechanism up to September 20, 2020.
