Hong Kong Introduces New Criteria for UTRA FDD, E-UTRA FDD

The Office of the Communications Authority (OFCA) in Hong Kong introduced requirements for the use of UMTS Terrestrial Radio Access Frequency Division Duplex (UTRA FDD) and Evolved UMTS Terrestrial Radio Access Frequency Division Duplex (E-UTRA FDD) that became effective in January 2022. The requirements were implemented in the form of type acceptance criteria and were divided into general safety and technical requirements.

Thus, UTRA FDD or E-UTRA FDD equipment can be released when it meets safety requirements stated in the National Specification HKCA 2001 “Safety and Electrical Protection Requirements for Subscriber Telecommunications Equipment” and technical requirements according to the following European documents:

  • ETSI EN 301 908-1 V13.1.1 “IMT cellular networks; Harmonized Standard for access to radio spectrum; Part 1: Introduction and common requirements”;
  • 3GPP TS 34.121-1 V12.1.0 “Universal Mobile Telecommunications System (UMTS); User Equipment (UE) conformance specification; Radio transmission and reception (FDD); Part 1: Conformance specification”;
  • 3GPP TS 37.544 V14.3.0 “Universal Mobile Telecommunications System (UMTS); LTE; Universal Terrestrial Radio Access (UTRA) and Evolved UTRA (E-UTRA); User Equipment (UE) Over The Air (OTA) performance; Conformance testing”;
  • 3GPP TS 36.521-1 V15.2.0 “LTE; Evolved Universal Terrestrial Radio Access (E-UTRA); User Equipment (UE) conformance specification; Radio transmission and reception; Part 1: Conformance testing”.
