EU Establishes New Ecodesign Requirements for Electronic Displays

The European Commission released Commission Regulation (EU) 2019/2021 of 1 October 2019 on “Ecodesign requirements for electronic displays”. This regulation is pursuant to Directive 2009/125/EC of the European Parliament and of the Council. It amends Commission Regulation (EC) No 1275/2008 and repeals Commission Regulation (EC) No 642/2009. The regulation was issued in October 2019. However, the essential parts will become effective in March 2021.

Please, note that the Regulation (EC) No 642/2009 is repealed from March 1, 2021. However, Article 6, first paragraph is effective from December 25, 2019 and concerns the placement of the market products that are designed to be able to detect the consumers desire to further improvements.

The regulations determine 5 essential ecodesign requirements:

1. Energy efficiency requirements

2. Allowances and adjustments for the purpose of the energy efficiency index (EEI) calculations and functional requirements

3. OFF mode, STANDBY, and NETWORKED STANDBY mode requirements

4. Material efficiency requirements

5. Information availability requirements

The EEI limits of an electronic display for ON mode must not exceed the following:

Electronic displays must not exceed power demand limits in the different modes and conditions as below:

Please, take into account that:

  • Plastic components heavier than 50g must be specially marked  
  • Components containing flame retardants must be additionally marked with the abbreviated term of the polymer followed by hyphen, then the symbol ‘FR’ followed by the code number of the flame retardant in parentheses  
  • It is prohibited to use halogenated flame retardants in the enclosure and stand of electronic displays  
  • Electronic displays with a screen panel in which concentration values of Cadmium (Cd) by weight in homogeneous materials exceed 0.01% must be labeled with the ‘Cadmium inside’ logo  
  • Electronic displays with a screen panel in which concentration values of Cadmium (Cd) by weight in homogeneous materials do not exceed 0.01% must be labeled with the ‘Cadmium free’ logo.

All marks shall be clearly visible, durable, legible, and indelible.

Keep in mind that when you enter the market the first unit of a model provided must include the latest available version of the firmware and it must be available at least 8 years. You must also indicate information on the minimum guaranteed availability of the software and firmware updates, availability of spare parts, and product support in the product information sheet.
