Adopted on November 1, 2017 by the Swiss Federal Council, the Ordinance aims to reduce energy consumption and increase the energy efficiency of mass-produced equipment, vehicles, and installations.
Compliance deadlines for each specific product are introduced on a phased basis. The Ordinance establishes ecodesign and energy efficiency requirements for water heaters, hot water storage tanks, space heaters, and combination heaters. It also sets out the end of the transitional period for non-compliant products. Starting from March 31, 2019, the foregoing products are restricted to access the Swiss market.
The Swiss Federal Office of Energy (SFOE) is responsible for monitoring the observance and setting penalties for non-compliance with established requirements.
The energy characteristics of appliances are measured and calculated as part of the conformity assessment. They are based on the guidelines and methods established in Annexes of the above-mentioned EU measures and cover, in particular:
Annex 1.15 of this Ordinance applies to water heaters with a rated heat output ≤ 400 kW and hot water storage tanks with a storage volume ≤ 2 000 liters.
It does not apply to heaters listed in art.1 p.2 of Commission Regulation (UE) № 814/2013 of 02.08.2013, such as:
The water heaters can be placed on the market if they reflect the requirements for the ecodesign and the following requirements of Annex II of the Regulation (EU) 814/2013:
As regards to the marking requirements, with the exception of EU emblems, the energy label must comply with the Annexes II to VIII of the Energy Labelling Regulation No. 812/2013.

Annex 1.16 of this Ordinance applies to space heaters and combination heaters with a rated heat output ≤ 400 kW. It does not apply to heaters listed in art.1 p.2 of Commission Regulation (UE) № 813/2013 of 02.08.2013, such as:
These appliances can be placed on the market if they reflect the requirements for the ecodesign and requirements of Annex II of the Regulation (EU) 813/2013.
As regards to the marking requirements, with the exception of EU emblems, the energy label must comply with the Annexes III of the Energy Labelling Regulation No. 811/2013.
Space heaters Combination heaters
It should be considered that the new labels for water heaters, hot water tanks, space heaters, and combination heaters will come into force since September 26, 2019.
