EAEU Revises Technical Regulation on Safety of Machines and Equipment

On March 12, 2021, the Board of the Eurasian Economic Commission (EEC) published Decision No. 28. The document updates the list of standards that ensure compliance with the requirements of the EAEU technical regulation "On safety of machines and equipment" (EAEU TR 010/2011) when using on voluntary basis and the list of standards for the rules and methods of research (testing) and measurements, including the rules of sampling required for the satisfying requirements of the EAEU technical regulations "On safety of machines and equipment" (EAEU TR 010/2011) and conformity assessment of products.

The technical regulation itself sets forth the minimum requirements for the safety of machinery and equipment during their whole lifecycle. It is approved by the Decree No. 823 of 18.10.2011 of the Commission of the Customs Union that also contains initial lists of standards to EAEU TR 010/2011. Thus, the Decision No. 28 revokes the Decision of the Customs Union 823 with regard to the lists of standards.

The new Decision adds almost 300 standards to the list of standards that ensure the compliance with the requirements of the EAEU technical regulation "On safety of machines and equipment" (EAEU TR 010/2011) when using on voluntary basis and more than 100 standards to the list of standards for the rules and methods of testing and measurements. For some standards the transition period ended on July 1, 2021. For others it is March 1, 2023

Thus, the following standards have been terminated or will be terminated by 2023: 

  • GOST 22045-89 «Overhead travelling single-beam cranes. Specifications»
  • GOST 23074-85 «Equipment for distributing liquid organic fertilizers. General specifications»
  • GOST 28718-90 «Machinery for agriculture and forestry. Dry fertilizer spreading machinery. Methods of testing»
  • GOST 28722-90 «Machinery for agriculture and forestry. Mowers-crushers. Methods of testing»
  • GOST 29168-91 «Building mast freight hoists. Specifications»
  • GOST EN 12957-2011 «Safety of metal working machine tools. Electro-discharge machines»
  • GOST EN 12417-2006 «Safety of metal working machine tools. Machining centres»
  • GOST EN 13128-2006 «Safety of metal working machine tools. Milling machines (including boring machines)»
  • GOST ISO 8528-5-2011 «Reciprocating internal combustion engine driven alternating current generating sets. Part 5. Generating sets»
  • GOST ISO 8528-6-2011 «Reciprocating internal combustion engine driven alternating current generating sets. Part 6. Test methods»

The Decision 28 entered into force on September 8, 2021. So, it is high time to revise your conformity documents regarding withdrawn or newly appeared standards.
