EAEU Modifies Technical Regulations on Safety of Low-voltage Equipment and Electromagnetic Compatibility of Technical Means

In the EAEU, public consultations on amendments to the EAEU technical regulations on safety of low-voltage equipment (EAEU TR 004/2011) and electromagnetic compatibility of technical means (EAEU TR 020/2011) have been recently ended up.

The draft amendments have been prepared in order to:

  • establish forms, schemes and procedures for conformity assessment based on standard conformity assessment schemes approved by the Decision of the Council of the Eurasian Economic Commission dated by April 18, 2018 No. 44;
  • bring the provisions of EAEU TR 004/2011 and EAEU TR 020/2011 in terms of conformity assessment in accordance with the provisions indicated in the EAEU Treaty;
  • establish and set the certification procedure according to scheme 9c that is used for one-off item intended for instrumentation of production;
  • provide the possibility of using test reports and certificates issued within international certification systems.

It is supposed that mandatory requirements for the set of documents submitted by the applicant when confirming the compliance of products subject to EAEU TR 004/2011 and (or) EAEU TR 020/2011 as well as the procedure for declaring conformity and certification of these products will be specified. Additionally, conditions and procedures for the use of test studies reports and certificates issued within international certification systems for certification and declaration of conformity are going to be prescribed in the EAEU TR 004/2011 and EAEU TR 020/2011.

It is expected that the drafts amendments will become effective in 6 months from the date of official publication of the Decision of the Council of the Eurasian Economic Commission "On Amendments to the Technical Regulations of the Customs Union "On the Safety of Low-Voltage Equipment" (TR CU 004/2011)" and  "Electromagnetic compatibility of technical means" (EAEU TR 020/2011) respectively.

Estimated completion date for the development of draft amendments is January 30, 2024.
