China Announces New Coding System and Certificate Format for Radio Transmission Equipment

The Ministry of Industry and Information Technology (MIIT) of China has recently issued a notice revising the type approval certificate format and coding rules for radio transmitting equipment. This significant update includes two key documents:

  1. A sample of the Radio Transmission Equipment Model Approval Certificate.
  2. The Coding Rules for Radio Transmission Equipment Model Approval Code.

Understanding the New Identification Code Structure

The identification code is a combination of 5 distinct parts:

CMIIT ID: AABCCDDDEEEE, where:

  • "AA" represents a year when the company submitted its model approval application for the radio transmitting equipment, denoted by the last two digits of the year (e.g., "23" for 2023)
  • "B" represents the type of radio transmitting equipment, indicated by a single capital letter. For converged equipment types, this is determined by the equipment's primary function.

  • "CC" is a two-digit territorial code, reflecting the registration location of the applying company

  • "DDD" denotes the enterprise code, comprising three characters, which can be a combination of uppercase letters and numbers. It is mandatory to include at least one digit. The use of the letters 'I' and 'O' is prohibited to avoid confusion with numbers. Once assigned, this code remains valid indefinitely. It cannot be altered midway or due to changes in the enterprise's name. This code is randomly generated by the MIIT's system when an enterprise first submits its application.
  • "EEEE" is an autonomous code. It is composed of four characters. The first character can be either a capital letter or a number, followed by three digits. Similar to the enterprise code, the letters 'I' and 'O' are not permitted in this code.
created by the applicant, consisting of four characters with specific restrictions. consists of 4 characters, the first one is a capital letter or number, the letters I and O are prohibited. For the last three digits, each company has to independently prepare and generate this code. It is crucial that autonomous codes for the same type of equipment do not repeat within the same year.

CMIIT, the acronym for the Ministry of Industry and Information Technology of the People's Republic of China, underscores the official nature of these codes.

Key Guidelines for Applicants

Applicants are responsible for preparing the model approval code when applying. Non-compliant codes will be modified or rejected by the CMIIT during the approval stage. Once the type approval application is accepted, changes to the code by the applicant are not permitted. The code becomes valid once the approval certificate for the equipment is received.

Effective Date and Supersession

This notification, including its attachments, becomes effective from December 1, 2023. It terminates the previous Notice No.9/2009.
