“Chestny znak” (Fair label) is a unified national track & trace system in Russia. It is coordinated by the Ministry of Industry and Trade of the Russian Federation. The main goal of this system is to guarantee the quality of goods being purchased by customers.
It is planned that branches of all industries in Russia will be involved in this system up to 2024.
As it stands, according to the Decree No. 792-r of the Government of the Russian Federation the following categories of products subject to mandatory marking:
The requirements to the marking are implemented in stages. Footwear was the first category under this project. The product was the experiment that allowed to issue the Rules on footwear marking with the Chestny ZNAK track & trace system.
The Rules on footwear marking becomes mandatory from March 1, 2020.
It means that production and import of footwear without appropriate marking will be forbidden from March 1st, 2020.
Circulation of non-marked footwear will be banned starting from March 1, 2020. It will be necessary to register information on production process, import and wholesale and retail trades in the system from March 1, 2020 as well.
By May 1, 2020, the leftover stock produced or acquired before this date must be marked.
By April 1, 2020, the leftover stock acquired before March 1, 2020 can be imported without marking. However, it is necessary to have them marked by April 1, 2020.
We kindly remind you that the sale of the goods without the identification marking as well as storage, transportation or acquisition of such goods for further sale are subject to administrative fines. For legal entities (companies) the fine is 50 000 — 300 000 RUB with the forfeiture of the respective goods.
