Brazil Updates Specific Absorption Rate Testing Procedure for Telecom Products

The ANATEL issued the Act №1630 on March 21, 2021. This Act updates testing procedures for evaluating the Specific Absorption Rate (SAR) for telecommunications products and repeals the previous Act 955 dated by February 8, 2018.

The new Act considers updates made by the International Commission on Non-Ionizing Radiation Protection (ICNIRP), the Institute of Electrical and Electronics Engineers (IEEE), and the International Electrotechnical Commission (IEC) in 2020.

The Measurement procedure for the assessment of specific absorption rate of human exposure to radio frequency fields from hand-held and body-mounted wireless communication devices are aligned with the provisions indicated in the IEC/IEEE 62209-1528 except for the frequency range. The act is applicable for telecommunications devices operating at the frequency range of 4 MHz to 6 GHz.

The Act contains new procedures for:

  • SAR measures for Non-Simultaneous Signals
  • Average Time Interval for Time-Averaging  SAR – TAS
  • Determination the maximum SAR in the spatial average of portable devices

Some changes were also made with regard to portable devices testing, such as:

  • The Separation Distance between Manikin and the Portable Terminal becomes up to 15 mm from any part of the human body;
  • If the portable device can be supplied with different types of batteries that are distinct in technical characteristics, the tests should be carried out with the battery that has greater capacity;
  • If the device has accessories, it is necessary to test such accessories with the devices as well in case they have the metallic/conductive parts. Otherwise, testing is not required.
