Brazil Releases Amended Requirements for Access Terminal Stations

National telecommunication agency of Brazil (ANATEL) published Act № 10002 on November 29, 2021. The Act updates Act №3151 on technical requirements for conformity assessment procedure for Access Terminal Stations. ANATEL adds requirements to the Cat NB2 standard (NB-IoT). In addition, it introduces the following new requirements and test methods applicable to 5G NR technology:

 1. Frequency range 1 non-standalone intra-band non-contiguous SMP:

  • EU Maximum Output Power reduction for Intra-Band Non-Contiguous EN-DC
  • General spurious emissions for Intra-band non-contiguous EN-DC

 
2. Frequency range 1 non-standalone inter-band SMP: 

  • Adjacent channel leakage ratio for inter-band EN-DC within FR1


3. Frequency range 2 standalone and SMP (test methods according to ETSI TS 138 521-2 V16.6.0 (2021-02)): 

  • UE maximum output power
  • Configured transmitted power
  • Minimum output power
  • General ON/OFF time mask
  • Frequency Error
  • Error Vector Magnitude
  • Carrier leakage
  • In-band emissions
  • Occupied bandwidth 
  • Spectrum emission mask 
  • Adjacent channel leakage ratio 
  • Transmitter Spurious emissions
  • Spurious emissions


4. Frequency range 2 standalone inter-band SMP (test methods according to ETSI TS 138 521-3 V16.6.0 (2021-01)):

  • UE Maximum Output Power for Inter-Band EN-DC including FR2
  • Configured Output Power for Inter-Band EN-DC including FR2
  • EU Minimum Output Power for EN-DC Inter-band EN-DC including FR2
  • Frequency Error for inter-band EN-DC including  FR2.
  • Occupied bandwidth for Inter-Band EN-DC including FR2 (2 CCs)
  • Spectrum emissions mask for Inter-band EN-DC including FR2 (2 CCs)
  • Adjacent channel leakage ratio for Inter-band EN-DC including FR2 (2 CCs)
  • General Spurious Emissions for Inter-band including FR2 (2 CCs)


Please, note that if the standard tests are not intended for the “LTE anchor agnostic”, it is possible to use approach with anchoring in 3 (three) LTE bands (lower frequency band, intermediate frequency band and higher frequency band), performing the combination of the 3 LTE bands with all the NR 5G bands.

Furthermore, ANATEL updates the following standards for application:

  • ETSI TS 136 521-1 V16.8.1 (2021-06) - LTE; Evolved Universal Terrestrial Radio Access (E-UTRA); User Equipment (UE) conformance specification; Radio transmission and reception; Part 1: Conformance testing (3GPP TS 36.521-1 version 16.8.1 Release 16);
  • ETSI TS 138 521-1 V16.6.0 (2021-02) - 5G; NR; User Equipment (UE) conformance specification; Radio transmission and reception; Part 1: Range 1 standalone (3GPP TS 38.521-1 version 16.6.0 Release 16);
  • ETSI TS 138 521-3 V16.6.0 (2021-01) - 5G; NR; User Equipment (UE) conformance specification; Radio transmission and reception; Part 3: Range 1 and Range 2 Interworking operation with other radios (3GPP TS 38.521-3 version 16.6.0 Release 16).


They also add the following standard: 

  • ETSI TS 138 521-2 V16.6.0 (2021-02) - 5G; NR; User Equipment (UE) conformance specification; Radio transmission and reception; Part 2: Range 2 standalone (3GPP TS 38.521-2 version 16.6.0 Release 16).
