Taiwan Launches New General Safety Requirements for Softlines

Taiwan Bureau of Standards, Metrology and Inspection (BSMI) issued an updated version of standards CNS 15290-2019 “Safety of textiles (General requirements)” and CNS 15291: 2019, ''Safety of children's clothing. Cords and drawstrings on children's clothing. Specifications''.

These standards are mandatory for implementation. Textile or apparel products can be sold on the market of Taiwan, only when they meet the requirements stated in the CNS 15290 and CNS 15291 when appropriate.  

The current version of CNS 15290 was revised with regard to some chemical compounds, namely:

  • The requirement for limitation of perfluorooctane sulfonate (PFOS) lower than 1 μg/m2 of goods or coated material was added
  • Limits of nonylphenol ethoxylates (NPEO) and nonylphenol (NP) were revised and their concentrations must be lower than 1,000 mg/kg (0.1%).

The new version of CNS 15291 is now applicable for children from 12 to 14 years old. Besides, cords and drawstrings' specification was revised.

Within the inspection procedure, they check the content of formaldehyde, prohibited azo colourants, cadmium, lead as well as physical safety requirements and labelling.

Please, note that such softlines as babies' garments and clothing accessories, bedding, underwear, and towels are under more strict control. Management system monitoring inspection and random sample inspection will be conducted for such goods.

The updated standards became effective from February 1, 2021.
