Russia Updates List of Application That Must Be Preinstalled on All Smartphones

Earlier, GMA Consult Group informed our subscribers about the mandatory preinstallation of Russian programs for certain types of technically complex products to implement the Federal Law # 425-ФЗ “on amending Federal Law “On Protection of Consumers' Right”.

The Government of the Russian Federation issued the range of Decisions with regard to preinstalled Russian programs for certain types of technically complex products.

The first one is the Decision # 1867 dated by November 20, 2020 "On the list of certain types of technically complex products with preinstalled Russian programs for computers, the procedure for compiling and maintaining a list of Russian programs for electronic computers that must be preinstalled on certain types of technically complex products, and the order of their preinstallation".

The second Decision # 3704-p dated by December 31, 2020 approves the list of Russian programs for electronic computers that must be preinstalled before distribution. According to the Decision, the following programs must be preinstalled on smartphones and tablets operating on Android and iOS:

  • Yandex. Browser
  • “Yandex” search engine
  • “Yandex. Disc’
  • “Yandex. Maps”
  • “Mail.ru” email service
  • ICQ
  • “Marusya” voice assistant
  • “Mail.ru News”
  • OK Live
  • «VKontakte»
  • «Odnoklassniki»
  • MirPay (only for Android)
  • "State services" application
  • «MyOffice Documents»
  • Kaspersky Internet Security (only for Android)
  • Applist.ru

In addition, it is necessary to preinstall «МyOffice Standard. Home product» on computers and laptops operating on Windows.

Smart TV requires eleven domestic applications to be sold in Russia:

  • Wink
  • ivi
  • «Perviy»
  • «Kinopoisk»
  • Оkko
  • More.tv
  • Premier
  • «Smotrim»
  • НТВ
  • Start
  • “Yandex” search engine

Thus, the Law and the Decisions become effective from April 1, 2021.

Please, note that the State Duma of Russian Federation approved amendments to Article 14.8 of the Code of Administrative Offenses. These amendments impose a penalty on the officers and legal entities when selling smartphones and computers without preinstalled Russian programs. It is supposed that the fine will be from 30 to 50 thousand rubles for officers and from 50 to 200 thousand rubles for legal entities.
